JAMHURI YA MUUNGANZO WA TANZANIA…..!

Nianze kwa kumshukuru Mwenyezi Mungu aliyetujalia kuweza kukutana hapa leo kwenye shughuli yetu hii makhsusi ya kumuenzi Hayati Rais Benjamin William Mkapa. Ninayo furaha kubwa kujumuika nanyi kwa mara nyingine tena katika Kumbukizi ya Kuenzi Mchango wa Hayati Mpendwa wetu na Rais wetu wa Awamu ya Tatu. Mwaka jana tulijumuika pamoja kwenye Kumbukizi ya kwanza iliyofanyika pale ukumbi wa Mlimani City, Dar es Salaam.
Kwa kipekee nataka niwapongeze kwa kuwatambua na kuwashukuru waliochangia kufanikisha hafla hii ya leo ambao ni Serikali ya Jamhuri ya Muungano wa Tanzania, Serikali ya Mapinduzi ya Zanzibar, Mashirika ya USAID, UNICEF, IPP Media, ZBC, Benki ya CRDB na wengineo.

Furaha yangu leo inachangiwa na mambo mawili makubwa. Kwanza, nimefurahishwa na Mheshimiwa Dkt. Hussein Ali Mwinyi, Rais wa Zanzibar na Mwenyekiti wa Baraza la Mapinduzi, kutimiza ahadi yake aliyoitoa katika Kumbukizi ya mwaka jana kuwa, Kumbukizi ya Pili itafanyika hapa Zanzibar.

Pili, nimefurahishwa kwa Taasisi ya Benjamin William Mkapa kushirikiana na Serikali kuendeleza utamaduni huu wa kumuenzi Hayati mpendwa wetu Mzee Benjamin William Mkapa. Kufanyika kwa mara ya pili kwa Kumbukizi hii ni ushahidi kuwa tumedhamiria kuenzi mchango wake katika maendeleo aliyoyachangia katika Taifa letu, Bara la Afrika na Dunia kwa ujumla.

Mheshimiwa Rais na Msarifu (Settlor) wa Taasisi ya Benjamin William Mkapa;

Nakupongeza wewe na Serikali ya Mapinduzi ya Zanzibar kwa maandalizi na mapokezi mazuri ya wageni wetu waliokuja kujumuika nasi. Nitumie fursa hii kukupongeza vile vile kwa kukubali kuwa Msarifu (Settlor) wa Taasisi ya Benjamin William Mkapa. Tunaamini viatu vilivyoachwa na Hayati Msarifu wetu Mzee Mkapa, vitakufaa sawa sawa, tukizingatia kuwa, wewe ndio pia ulikuwa Mwenyekiti wa Kwanza wa Bodi ya Wadhamini wa Taasisi hii. Tunaimani unaijua Taasisi hii vyema, kwa kuwa wewe pia ni sehemu ya uasisi wake. Kwa hakika umemtendea haki Mzee Mkapa, na sina shaka huko aliko anafurahia na kujivunia kazi yako. Na sisi inatupa amani sana kuwa Taasisi hii iko kwenye mikono salama mno.

Mheshimiwa Rais,
Wageni Waalikwa;

Nimefarijika sana kuwaona Waheshimiwa Marais Wastaafu, Mzee wetu Joachim Chissano, Rais Mstaafu wa Jamhuri ya Msumbiji; na Mzee Thabo Mbeki, Rais Mstaafu wa Jamhuri ya Afrika Kusini. Wazee wetu hawa walikuwa marafiki wa karibu wa Hayati Mzee Benjamin William Mkapa. Walipatana kifikra na walikuwa na urafiki uliojikita vyema katika udugu na umoja wa nchi zetu tatu. Misimamo yao aghlabu haikuwa ikitofautiana. Akiwepo mmoja kwenye Mkutano, hata kama mwingine hayupo, hakukuwa na shaka kuwa maslahi ya Ukanda wetu yatawasilishwa ipasavyo.

Uwepo wenu na sisi hapa leo, unadhihirisha hilo. Umejidhihirisha pia katika maneno yenu mazuri mliyoyatoa hapa ya kumuelezea rafiki yenu Mzee Mkapa. Mmetufuta machozi na kutupunguzia upweke. Tukiwaona tunafarijika na kuona kuwa tupo pamoja, na kwamba hatunaye Mzee Mkapa, lakini nyinyi wazee wetu mpo. Tukiwaona nyinyi, tunamuona yeye katikati yenu. Hamjatutupa! Tunamshukuru Hayati Mzee wetu kwa kutuachia marafiki na walezi wazuri. Karibuni sana!

Wageni Waalikwa,
Mabibi na Mabwana;

Nimevutiwa sana na kauli mbiu ya Kumbukizi ya mwaka huu inayosema, ‘Ushupavu wa Uongozi katika Kuleta Mabadiliko kwa Manufaa ya Wote’. Zaidi, ustahimilivu na ushupavu wa uongozi katika kuruhusu ushirikiano kati ya Sekta ya Umma na Sekta Binafsi, katika kufanikisha lengo letu na lengo la tatu katika Malengo ya Maendeleo Endelevu ya Dunia (SDG 3) la kuhakikisha ‘Huduma ya Afya Bora kwa Wote’ (Universal Health Care) linafikiwa.

Binafsi, nilitamani sana kuwa sehemu ya mjadala uliofanyika jana uliofunguliwa na Mheshimiwa Othman Masoud, Makamu wa Kwanza wa Rais wa Zanzibar, uliojikita kwenye kujadili nafasi ya sekta binafsi katika kuondosha changamoto za afya tulizonazo, na hatimae kuwezesha kufikia malengo tuliyojiwekea katika kulinda Afya za Watanzania. Matamanio yangu hayo yanatokana na imani kuwa ikiwa tunataka kwenda kwa kasi na kufikia lengo letu la 2030 la ‘Afya bora kwa Wote’, basi hatuna budi kubadili mtazamo wetu kuwa tunaweza kulifanya hilo peke yetu. Lazima tufanyekazi pamoja na kwa mkakati bayana na wenzetu wa sekta binafsi.

Hayati Mzee Mkapa alikuwa muumini thabiti wa ubia kati ya Serikali na sekta binafsi katika kutatua changamoto zinazotukabili. Alihubiri sana juu ya hili na pia aliutangulia wakati. Yumkini hatukumuelewa sana wakati ule. Sasa tunaendelea kumwelewa vyema. Muhimu zaidi, alikuwa na ushupavu wa uongozi katika mabadiliko hayo pamoja na kuwa yeye binafsi alikuwa muumini thabiti wa Ujamaa. Ila kwa wakati ule nchi ikiwa na Imani ya Ujamaa isiyoamini katika sekta binafsi.

Nakumbuka, katika Hotuba yake aliyoitoa katika Halmashauri Kuu ya CCM tarehe 25 Agosti, 2004 kule Dodoma, alizungumzia ushupavu wa uongozi unaohitajika katika karne ya 21. Katika Hotuba ile, pamoja na mambo mengine mengi, Mzee Mkapa alituasa kuwa (Nanukuu) ‘Uongozi shupavu hauogopi kubadili mkakati iwapo ni lazima kufanya hivyo’. Akaendelea kusisitiza kuwa, ‘Tukishaamua sera tunahitaji ujasiri wa kutenda, si wa maneno. Ukiwepo ubishi uwe wa kasi na ubora wa utendaji, si wa sera tena’.

Mheshimiwa Rais,
Wageni Waalikwa;

Nimerejea maneno hayo ya Mzee wetu Hayati Benjamin William Mkapa kuonyesha maono yake katika ushupavu na ustahimilivu katika uongozi. Hakuogopa kutuambia ukweli kuwa dunia ya sasa ni dunia ya uchumi wa soko, na kwamba ubia na sekta binafsi ni jambo lisiloepukika. Sasa, tumelitambua hilo na kuliainisha katika Mikakati ya kitaifa ya maendeleo ya nchi yetu, ikiwemo pia katika Mpango Mkakati wa Tano wa Sekta ya Afya (Health Sector Strategic Plan – HSSP5 2021-2026). Tumetamka wazi kuwa tutashirikisha na kushirikiana na sekta binafsi zikiwemo pia Asasi za Kiraia, katika kufikia malengo yetu ya maendeleo ikiwa ni Pamoja na; kuwafikishia wananchi wote huduma bora ya afya, popote walipo, na kwa gharama wanazozimudu.

Tokea tuzindue Mkakati huu tarehe 17 Juni, 2021, sasa ni mwaka mmoja. Yafaa tujiulize: je, tumepiga hatua kiasi gani katika kushirikisha na kuweka mazingira mazuri kwa sekta binafsi kushiriki katika ubia na Serikali katika utoaji wa huduma bora za afya? Je, tunashirikiana na kushirikisha Sekta Binafsi katika tija za kimkakati za maendeleo ya kuichumi yenye kuongozwa na vielelezo, na sio hoja tu zisizotusogeza mbele? Vipi kuhusu matamko ya viongozi wetu mbalimbali juu ya ukuu wa Serikali katika kutekeleza mkakati huu au utoaji wa huduma za afya? Je, maneno, matendo na maandiko yetu yanaendana na utekelezaji wa Mpango Mkakati wa Sekta ya Afya?

Sina shaka mtakubaliana nami kuwa bado tuko kule alipozungumzia Hayati Mzee Mkapa kwenye ujasiri wa maneno badala ya ujasiri wa kutenda. Bado baadhi yetu tunaopaswa kutekeleza hili tumeelemewa na kasumba ya kutoiamini Sekta Binafsi. Hatuna budi kutoka huko. Ndio sababu nimefurahishwa sana kuwa Kumbukizi hii imetukumbusha wajibu wetu na umuhimu wa ushupavu wa uongozi katika kuyafanikisha mabadiliko hayo. Kwa sasa, serikali yetu imejipambanua wazi wazi kushirikiana na Sekta binafsi kwa tija, kimkakati na kwa maslahi mapana ya Taifa letu. Huwa nayasema haya kila ninapopata fursa ya kuzungumza na wafanyabiashara na wawekezaji ndani au nje ya nchi.

Kwa ajili hiyo, nitafurahi sana kupokea majumuisho yatokanayo na mjadala mliokuwa nao jana ili kwa pamoja tuyafanyie kazi. Nina taarifa kwamba Mawaziri wa Afya, Makatibu Wakuu na wataalam mbalimbali wa pande zetu mbili za Muungano walikuwepo kwenye mjadala. Bila shaka, wameyasikia na kuyatilia maanani, na nategemea kuwaona wakiyatekeleza.

Kwa upande wa sekta binafsi, natarajia nao, wataitikia wito wetu na kutoa ushirikiano, na kwamba watazingatia kuwa afya ni stahili ya umma (public good) na si biashara. Hivyo, lazima mzingatie urari (balance) kati ya kupata faida kiasi na kuwekeza katika kutoa huduma endelevu (Sustainable Socially Responsible Investment); na kuwekeza pale kwenye mahitaji makubwa zaidi kwa maslahi ya umma. Daima tusipoteze lengo kuu ambalo ni kufikisha huduma bora ya afya, kwa wote, popote na kwa gharama inayohimilika.

Mheshimiwa Rais,
Wageni Waalikwa;
Mniruhusu sasa nijielekeze kwenye kuwapongeza Taasisi ya Benjamin William Mkapa kwa ushirikiano wake mkubwa inaoendelea kuipatia Serikali; hususan katika uimarishaji wa mifumo ya afya (Health System Strengthening) na zaidi kwenye suala la kuongeza wataalamu na watumishi katika sekta ya afya (Human Resources for Health). Huko ndiko ambapo bado tuna changamoto ya uhaba wa watumishi kwa zaidi ya asilimia (50%) wanaohitajika.

Kupitia Taasisi hii, kwa miaka 16 sasa, watumishi wa afya wa kada mbalimbali wapatao 10,041 wakiwemo kada za madaktari, wauguzi, matabibu, wafamasia na kadhalika; pamoja na wahudumu wa Afya ngazi ya jamii (Community Health Workers), wamesambazwa kote nchini. Watumishi hawa wameongeza tija na ufanisi katika utoaji huduma bora za afya kwa wananchi.

Mheshimiwa Rais,
Wageni Waalikwa;

Ninatambua kwamba Serikali za pande zote mbili, Bara na Zanzibar zimewekeza na zinaendelea kuwekeza katika miundombinu (health infrastructure) ya sekta ya afya. Hivyo, hatuna budi kutilia mkazo kwa usawa ule ule kuwekeza katika raslimali watu kwenye hospitali au vituo vya tiba vinavyojengwa na kukarabatiwa. Katika hili, kwa mwaka wa fedha 2021/22, Serikali imeweza kutoa vibali vya ajira 9,262; na itaendelea kupunguza uhaba huo, kadri uwezo wa Serikali wa kuajiri unavyoimarika.

Hali kadhalika, maeneo mengi duniani, zikiwemo nchi za Bara la Afrika, zimewekeza pia katika mbinu zilizo nafuu (cost effective) za kutumia wahudumu wa afya ngazi ya jamii (community health workers), na wameweza kupata matokeo chanya yanayopelekea kufikia malengo ya Afya kwa Wote (Universal Health Coverage) na lengo la tatu la Malengo ya Maendeleo Endelevu ya dunia (SDG 3), ikiwemo pia kupunguza vifo vya akina mama wajawazito na watoto.

Nasi kupitia Mikakati na Miongozo ya kitaifa na kisekta, tumekwishabainisha umuhimu wa kuwekeza katika Raslimali watu wa Sekta ya afya kwenye jamii na vituoni, Wito wangu ni kwa wanaosimamia masuala ya raslimali watu katika sekta ya afya, kutoa kipaumbele zaidi katika kuharakisha utekelezaji wa mikakati ambayo tayari imeshabainishwa kutatua changamoto hii. Aidha ushirikiano wa Serikali na Asasi za kiraia zikiwemo Taasisi ya Mkapa na Sekta binafsi pamoja na Wadau wa Maendeleo, uendelee kuimarishwa katika eneo hili la raslimali watu, kwa nia ya kuweza kufikia malengo ya kitaifa na kimataifa ifikapo mwaka 2030.

Nirudie kwamba Taasisi ya Mkapa mmeendelea kuwa wabia wazuri wa Serikali na mmetuunga mkono siku zote. Hivyo nataka kuwahakikishieni kuwa tunaufurahia ushirikiano wetu huu adhimu, na tunaahidi kuuendeleza sababu una tija kwa pande zetu mbili.

Nawapongeza pia kwa hatua mnayopiga katika kupunguza utegemezi na kujitegemea siku za usoni. Mwaka jana nilizindua Mfuko wa Wakfu (Endowment Fund) wa Taasisi hii. Naendelea kufarijika kwamba mfuko huu unajikita katika kuimarisha zaidi mipango ya kimkakati ya sekta ya afya, na pia kuhakikisha kuwa mchango wa Taasisi hii katika maendeleo ya sekta ya afya unakua endelevu.

Mwaka jana niliahidi kuchangia, na tayari nimeshachangia. Nimefurahi kusikia kuwa Mfuko huu umeshafikisha takriban kiasi cha Shilingi za Kitanzania bilioni moja (1,000,000,000). Aidha, nimeambiwa kuwa jana chini ya uongozi wa Mheshimiwa Rais wa Zanzibar na Msarifu wa Mfuko huu, mliweza kuutunisha zaidi. Hongereni! Nawatia shime wengine wote kuunga mkono jitihada hizi na kuendelea kuuchangia Mfuko huu.

Sambamba na hilo, kilichonivutia zaidi pia ni mpango wenu wa kujenga jengo la Kitega Uchumi la “Mkapa Health Plaza” katika eneo la Kawe, Dar Es Salaam. Huu ni mkakati mzuri na ninawatakia kila la kheri. Hayati Mzee Mkapa aliamini sana katika kujitegemea. Nafarijika kuona kuwa imani yake hiyo mmeishika barabara.

Mheshimiwa Rais,
Waheshimiwa Viongozi, na
Wageni Waalikwa;

Kabla sijahitimisha, nimpongeze Mama Anne Mkapa. Ninafurahi kukuona ukiwa imara. Wiki mbili zilizopita Mama Mkapa alinipa heshima ya kuwa Mgeni Rasmi katika Maadhimisho ya miaka 25 ya Mfuko wa Fursa Sawa kwa Wote (Equal Opportunity for All Trust Fund-EOTF). Nilitumia fursa ile kumshukuru hadharani kwa kunihimiza kugombea nafasi ya kisiasa na ikawa ndio mwanzo wa kuingia kwenye siasa. Na nilipoingia, Mzee Mkapa naye hakunitupa. Kwa hiyo, kwa ujumla naweza kusema, familia hii imechangia sana katika malezi na ukuaji wangu kisiasa. Nikuhakikishie kuwa tutaendelea kuwatunza na kuwaenzi kwa mchango wenu mkubwa katika nchi hii.

Hayati Mzee Mkapa hayuko nasi tena kimwili lakini amebaki nasi kifikra. Tunaendelea kufaidika na mchango wake mkubwa kwa Taifa letu. Tunaendelea kuvuna hazina ya hekima na uongozi wake. Hakika, alitimiza wajibu wake hapa duniani. Tuliobaki hatuna jengine zaidi ya kumshukuru Mwenyezi Mungu kwa zawadi ya maisha ya Hayati Benjamin Mkapa kwetu. Mwenyezi Mungu aiweke roho yake mahala pema, peponi, apumzike kwa Amani !

May I express our heartfelt gratitude to your excellency the President Samia Suluhu Hassan, for having set aside your busy and demanding schedules, in order to come and be part of this memorable moment in commemorating the life of the 3rd President of the United Republic of Tanzania, our beloved, leader, husband, father and uncle the late Benjamin William Mkapa. All of us here understand that the President in a Country with executive Presidency, is the busiest person. The fact that for the second consecutive year you have graced the Mkapa Legacy Day is a proof of your humility and how you hold him and his deeds in high esteem. In fact, you have greatly contributed in making him a legend in the eyes of Tanzanians and the World at large. Ahsante sana Mheshimiwa Rais.

We are humbled and would like to thank you as well the President of Zanzibar and Chairman of the Revolutionary Council, Your Excellency Dr. Hussein Ali Mwinyi, for making good your promise to host us in Zanzibar for this memorable moment. As the Settlor of the Mkapa Foundation, we owe you our deepest gratitude for being the befitting successor to the Late President Mkapa, and for assuming this role and responsibility with vigour and determination as further proved during the Mkapa Foundation Inauguration dinner yesterday You led the way as the founding Chairman of the Board of Trustees of the Mkapa Foundation for over five (5) years, and now you are back as Settler, a fact which we will always cherish. Your close relationship and alliance with our beloved late President Mkapa and those who stood for his cause is commendable. Tunakushukuru sana Mheshimiwa Rais Mwinyi.

We as a family are appreciative to both of you, our Presidents for your officiating the opening and closing ceremonies of the 25th Anniversary of the EOTF late last month. Though the event was not directly related to today’s events, we take note of the fact that EOTF is chaired by Mama Anna Mkapa, the matriarch of Mkapa’s family and was established during the late President Mkapa’s Presidency. We are of the view it was part of his legacy which we are commemorating today. Thank you so much your Excellencies for supporting and being close to Mama Anna as well.

We extend our gratitude as well to your excellency former President, Joachim Chissano of Mozambique for making time to come and participate in this event. We know the long- time closeness you had with your brother and colleague the late President Mkapa. We are humbled by your presence today which is a testimony of how you shared ideas and thoughts and had a common cause to make Tanzania, Africa and the world a better place to live by providing better access to health services in various fora including the Club of Madrid.

Your Excellencies, Ladies and Gentlemen,
One, Emeasoba George global writer and author of many thought provoking quotes wrote and I quote;

The greatest legacy anyone can leave behind is to positively impact the lives of others Whenever you add value to other people’s lives you are unknowingly leaving foot prints on the sands of time, that live on even after you demise”

“To all of us present, commemorating the life and legacy of Late President Benjamin Mkapa shows that he still lives on in our hearts and our lives. He touched many people in many ways, and this year, you have been part of his legacy. His own words, “My life, My Purpose” rings true as you have attested to this fact; your presence here today has given much meaning to his long-standing commitment to serving the underserved.”

Your Excellencies, Ladies and Gentlemen,

It has been observed here today that the Mkapa Foundation has initiated and maintained strategic partnership ties between the Government, Development Partners, Private Sector and NGOs. We have witnessed that the Foundation s vivifying the “Public Private Partnerships” concept, which was born and bred during our beloved’s tenure in the highest Office of the land.

It gives me pleasure to welcome all of you today to this High-Level segment of the second Mkapa Legacy Symposium. This High-Level Segment is the highlight of this year’s commemoration which started yesterday with the symposium, and was cordially graced by His Excellency Othman Masoud, First Vice President of Zanzibar.

I take this opportunity to thank you all for affording us with your precious time and your presence. Your turn out in numbers is very telling about the respect and admiration you have to our fallen hero, Late Excellency President Benjamin William Mkapa. The overwhelming warmth and attachment you have shown us, gives us energy to keep pushing from where President Mkapa ended.

In a special way, I thank Her Excellency Samia Suluhu Hassan, President of the United Republic of Tanzania, for accepting our invitation to join us today for the second time. We are aware she earlier planned to be in Pemba today, nevertheless she found time to be with us. Words are not good enough to express our fondness for this gesture of compassion you have shown us. Kindly understand that we are touched, and we are incredibly grateful to you.

Our Settlor and the host, His Excellency Dr. Hussein Ali Mwinyi, President of Zanzibar and Chair of the Revolutionary Council, also deserves a special mention. Last year, you promised to host the 2nd Mkapa Legacy commemoration here in Zanzibar. You have delivered what you promised us. Thank you for making this year’s commemoration even more colourful and befitting to the name and stature of the man we are celebrating today, Late President Benjamin William Mkapa.

 To our Former President of Mozambique, Mzee Joachim Chissano, we thank you for coming all the way to honour your beloved friend and a Comrade. Your being with us today, gives comfort that all is not lost. We lost President Mkapa, but we did not lose you. He left us with his friends to look up to us, and we are excited to hear from you, knowing of the long association you have had with Mzee Mkapa.

Your Excellency;

When Former President Benjamin Mkapa departed the world in July, 2020, many of the condolences messages that came to the Foundation carried two main messages. First, they expressed sympathy for the lost we endured, and second, they registered wishes to the Mkapa Foundation to carry on President Mkapa’s legacy.

There were some general feelings that President Mkapa’s outstanding contribution to Tanzania, and the world, should not be left in vain. Some, where concerned and worried that perhaps President Mkapa’s vision and, possibly his Foundation’s will come to an end. Suddenly, our shoulders become heavy of the expectations and responsibilities.

We took both of these wishes and concerns very seriously. With the able guidance of our Board, we deliberated to initiate the annual Mkapa Legacy Symposium to celebrate his life and legacy, and also we decided to launch the Benjamin William Mkapa Endowment Fund, to ensure the sustainability of his legacy to our children, children’s children, and children after them!

Much as we were clearer in our resolve and the intentions, we were nervous of the response of our stakeholders and public to this idea. What made us soldier on however, was our firm belief that President Mkapa’s legacy is worth preserving, curating, and telling. Our conscience could not let us shy away from that historic responsibility bestowed on us. We rose to the calling and organized the first Mkapa Legacy Symposium under the theme ‘A Year Without Mkapa: Celebrating his Life, Honouring his Legacy’ in Dar es Salaam on 14th July, 2021. Thanks to your attendance and encouragement, today, we are here for the second commemoration.

Your Excellency;

Our Founder and Settlor Late President Benjamin William Mkapa taught us about Resilient Leadership. Himself, is a living example of resilient leadership. While in office, he introduced and pioneered twin bold and disruptive public service reforms and economic reforms that transformed our country from a relatively closed to an open economy. As a result, we witnessed the growth of the private sector, which slowly but surely changed the way our government relate with the private sector to date.

Inspired by his leadership in advocating for and creating space for the private sector to play a role, this year’s theme was chosen to be, “Resilient Leadership. Inspire Change for All.” Guided by the theme, yesterday the symposium devoted to discussing and deliberate on two sub themes namely, “Accelerating Strategic Health Transformation in Tanzania Through Business Coalition for Health” and “Innovative Public-Private Partnerships (PPP) Approaches Towards Attaining Universal Health Coverage.”

What came out firmly from Ministers of Health from both sides of our Union, the Panellist and the floor, is the acknowledgement and realization of the need to actively bridge in private sector in health care and service delivery. The existing experience of partnership between government and Non-State Actors in the health sector was celebrated as a success, and there was an appeal the same to scaled up to include the private sector for profit.

Worthy of telling is the consensus that the timing is right. Coincidentally, we see both Her Excellency President Samia Suluhu Hassan and President Dr. Hussein Ali Mwinyi, have pronounced yourself very boldly to give accent to the partnership with the private sector. The political tone you have set at the top, and the commitment you have shown in realizing this noble goal regardless of the challenging political environment, is an example of the resilient leadership needed to make Public Private Partnership take off. We commend you for showing us the way, and more so, for staying the course. Know that you are not alone. We are rallying behind you!

Distinguished Panelist, Ladies and Gentlemen, Good morning to you all!

Courtesy demands I should start by thanking the Revolutionary Government of Zanzibar and Government of United Republic of Tanzania for the collaboration and support in making this symposium possible. My special thanks goes to His Excellency Dr. Hussein Ali Mwinyi, President of Zanzibar and the Chair of the Revolutionary Council, Our Settlor, Our host and to all of you who have come to join us today. I understand some of you were supposed to be on holidays, but you deferred your holidays only to be with us today. Thank you all.

To you our 1st Vice President of the Revolutionary Government of Zanzibar, we thank you for accepting to grace this event in midst of your demanding schedule ahead of you. We cant find words good enough to thank you and to say asante sane.

Two years without our beloved late His Excellency Benjamin William Mkapa has not been easy. His absence is largely felt as an ardent advocate and a formidable voice for reforms at home and peace abroad. Grieving however, is not an option we chose. At the Benjamin William Mkapa Foundation (BMF) we chose to step up and rise to the occasion. We vowed to continue where he ended, to amplify his voice, and to sustain his legacy. It is the reason why we are hosting for the second time the Mkapa Legacy Symposium today and tomorrow.

Distinguished Guests,

As a reformer, the Late President Mkapa believed in partnership between Public and Private Sector (PPP). He did not mince words on this, even when it made him sounded unpopular at times. He is well remembered for introducing bold economic reforms which translated into giving space for private sector to mushroom and grow. It was during his time, for the first time, the framework for the Public Private Partnership (PPP) was introduced. He went further to establish the National Business Council as a platform for public and private sectors to interact and work together.

Your Excellency,

Late President Mkapa’s vision for public and private sector synergy is as relevant today as it was during his time in office. Taking an approach of government doing it alone will take it long to arrive to the Universal Health Coverage Targets (UHC) by 2030. While working with private health providers will make the journey short, achievable, and impactful. Instead of spreading thin, government resources would be optimized well by improving the quality of those facilities and services that exist and focus on expanding services to those hard-to-reach areas where there is less incentives to attract the private sector investment. Needless to say, PPP is needed in the health sector to complement government’s effort in delivering quality health services to the last mile.

We have witnessed Public – Private Sector partnerships initiatives spearheaded by the Ministries of health of the United Republic of Tanzania and Zanzibar with the Private sector for profit and non for profit. Nevertheless, we would wish to see more of those being further cultivated. Most times such PPP’s have been proven to be cost effective, with high impact, and highly efficient. This Symposium is about just that. About how we can draw from such lessons and good practices and replicate them on other areas of health to achieve UHC targets by 2030.

The partnership between Mkapa Foundation and the governments of the United Republic of Tanzania and the Revolutionary Government of Zanzibar is another demonstration and evidence that partnership works. Under the succeeded vision, and same inner drive to serve the needy communities, the Foundation continue to be a trusted partner of the Governments, Development Partners, Private sector, Civil Society Organizations, and the community. As a result, we have reached to about twenty-six million people (26 million) by various supported interventions by the Foundation.

The model of PPP implemented by the Mkapa Foundation has registered remarkable public health outcomes. The few areas I would like to underscore is on Human Resources for Health. The Foundation has been actively engaged in providing technical advice and supporting Human Resource for Health (HRH) initiatives through the Ministry of Health, President’s Office Regional Administration and Local Government and President’s Office Public Service Management. We have effectively co-developed the Country Human Resources for Health programs, for bilateral and multilateral partners financing. Through such programs, we innovatively employed more than 10,000 health workers that have been deployed to health facilities and communities, of which between
50-80 percent of them have been transitioned to government systems as from 2012 to
2022. Together we devised cost-effective continuous professional education amongst health workers through digital modalities. whereas 34,357 Health Care Workers have been trained, and 11,507 Health Care Workers are currently undergoing various training using this platform;

BMF’S partnership with the government is not limited to projects and downstream interventions. We partner through the well-structured policy dialogues platforms led by the Government and here in particular the Ministry of Health. We have contributed to the development of various Policy Guidelines and Strategies, such as the National Health Workforce Volunteering Guideline of year 2020; we are also engaged in policy and advocacy work including being the Secretariat of the Non-State Actors-Health and active in nine (9) Ministry of Health- led Technical Working Groups as well as COVID-19 Pillar Groups.

Ladies and Gentlemen,

These are just some of our contributions in improving health and wellbeing of communities, achieved through engagement, collaboration, partnerships and support from Government, Development Partners, Private sectors, fellow Non-State Actors, beneficiary communities and other stakeholders in health. Evidence, lessons, and best practices have been generated, used to inform more impactful interventions, and scale up. We request you to visit our exhibition booth to see and get printed materials, for your ease of reference.

Distinguished Ladies and Gentlemen,

What I have simply shared is what the Foundation has been able to contribute to our health sector through partnership with our governments. But this is only a token of what could possibly be achieved if we can stretch our arms further to embrace the private sector. What we have done well so far with embracing the Non-State Actors and Faith Based Organization should be an inspiration to seek to achieve more with the private sector. And this is the essence of this symposium today. It is why our two panels will feature two thematic areas of, ‘Accelerating Strategic Health Transformation in Tanzania Through Business Coalition for Health’ and ‘Innovative Public-Private Partnerships (PPP) Approaches Towards Attaining Universal Health Coverage.’

Ladies and Gentlemen,

Today we are witnessing traditional public health facilities are confronted by limited financial resources, complex social and behavioral problems, rapid disease transmission across national boundaries such as COVID -19, and reduced government capabilities to address them. At the same time, we see readiness of the private organizations and Non- State Actors to come forward to accept a broader view of social responsibility as part of their corporate mandate including public health. It is our hope and expectation that this symposium will bridge our understanding on the need to work together and achieve together.

Inspired by the Late President Mkapa, the Benjamin Mkapa Foundation believes that Public-Private Partnership is a best model for tackling large, complicated, and expensive public health problems.

Excellencies, Ladies and Gentlemen,

It gives me a great pleasure this morning to be here with you in this important day and event which signify the need to recall the landmark and achievements of the legacy left to us by our late former president Mr. Benjamin William Mkapa.

Over the past 12 months, ministry of health Zanzibar has benefited from the BMF through human resources deployment. BMF provided us with 105 staff of different caliber, including 37 nurses, 10 environmental health, 2 radiologists, 43 clinical officers and 13 lab technicians. These staff certainly increased the level of human resources in our primary healthcare centers in both islands Unguja and Pemba. This has definitely reduced enormous pressure and workload for the existing staff in our healthcare centres across the Zanzibar.

This human resource support enabled us to provide improved health service at the community level, where this service is most needed. This was a milestone towards our mission and vision to strengthening our health system and provide the people of Zanzibar better quality of health care.

Excellencies, Ladies and Gentlemen,

Moreover, while the ministry is undergoing staff recruitment process, the foundation has agreed to extend the period of employment of these staff for another quarter to ensure continue service is made available. This is a true expression of passion of his legacy to make sure the goal of the foundation is not compromised.

Excellencies, Ladies and Gentlemen,

Since its establishment BMF aimed to supplement and complement the development efforts of the government of United republic of Tanzania, which aim to close gaps and enhance healthcare needs to the Tanzanian.

Excellencies, Ladies and Gentlemen,

I will like to inform the foundation that ministry of health in Zanzibar continue to thrive to provide best level of health care to the people of Zanzibar, nevertheless there are still has unmet needs that will do with your support, these include but not restricted to;

• Health care workforce and biomedical tools to ensure we close gaps in our healthcare professionals and diagnostic tools.

• Service delivery system: by improving access to information for evidence based intervention with high impact.

• Health financing: the solution which will accelerate access to healthcare related services.

• Health governance: enhance leadership and governance for quality health service delivery

Mtakumbuka, mwaka jana wakati wa kumbukizi ya kwanza, nilielezea azma ya Serikali ya Mapinduzi ya Zanzibar kuwa mwenyeji wa kumbukizi ya pili ya Hayati Mzee Benjamin William Mkapa. Nina furaha kuona kwamba, tumeweza kutekeleza ahadi yetu hiyo hapa Zanzibar kwa ufanisi mkubwa kama tulivyoshuhudia jana na leo.

Nachukua nafasi hii, vile vile kutoa shukrani kwa Waheshimiwa Marais Wastaafu wa Jamhuri ya Muungano wa Tanzania na Serikali ya Mapinduzi ya Zanzibar kwa kuwa pamoja nasi. Shukrani zangu ziende kwa viongozi wote wa Chama na Serikali pamoja na Wanafamilia ya Rais Mstaafu Benjamin William Mkapa ikiongozwa na Mama Anna Mkapa. Kadhalika, natoa shukrani kwa washirika wetu wa maendeleo kutoka jumuiya na taasisi mbali mbali, Ofisi za kibalozi na mashirika ya Kimataifa. Aidha, shukrani maalum nazitoa kwa Bodi na Menejimenti ya Taasisi ya Benjamin Mkapa kwa kushirikiana vyema na watumishi wa Serikali ya Mapinduzi ya Zanzibar kwa pamoja mkaweza kufanikisha maandalizi ya shughuli hii, na hatimae ikaweza kufanyika kwa ufanisi mkubwa kama tunavyoshuhudia hapa.

Kumbukizi hii ya pili ina nafasi adhimu kwangu. Kwanza, ni mara ya kwanza ninakuwa mwenyeji wa kumbukizi hii. Pili, ni mara ya kwanza pia kuhudhuria Kumbukizi hii nikiwa Msarifu (Settlor) wa Taasisi ya Benjamin William Mkapa. Leo napenda nihadithie kwamba, wakati nilipofuatwa kuombwa kuwa Msarifu nilipata kigugumizi kukubali. Kigugumizi changu kilitokana na mashaka kuwa viatu ninavyovivaa ni vikubwa ikizingatiwa kwamba Msarifu wa kwanza alikuwa ni yeye mwenyewe Hayati Mzee Mkapa.

Sikuwa na njia wala uthubutu wa kukataa dhima ya jukumu la kuwa msarifu. Nilipata nguvu zaidi ya kukubali kuongoza taasisi hii nikitambua kuwa matunda ya kazi zinazofanywa na taasisi hii yanalenga kuimarisha ustawi wa Tanzania na kazi njema lazima iendelezwe. Kwa hivyo, kazi njema iliyoanzwa inaendelea ikiwa pia ni njia bora na sahihi ya kumuenzi na kumkumbuka Marehemu. Kwa kutambua dhima na ukubwa wa jukumu nililorithi, nimejizatiti kwa kadri ya uwezo wangu kuongoza taasisi hii na kuhakikisha kwamba dira na dhamira ya kuanzishwa kwake inafikiwa.

Vile vile, Suala la ushirikiano baina ya Serikali na sekta binafsi limehimizwa katika Dira ya Maendeleo ya Zanzibar ya mwaka 2050, Ilani ya CCM 2020 /2025 pamoja na mipango mengine ya maendeleo ya Kitaifa. Ninaendelea kufarijika kwa namna ambavyo sekta binafsi zikiwemo asasi za kiraia inavyoendelea kushirikikiana na Serikali katika utekelezaji wa mipango yetu ya maendeleo. Natoa shukrani maalum kwa viongozi pamoja na watendaji wa Taasisi ya Benjamin William Mkapa kwa ushirikiano wanaoendelea kuutoa kwa Serikali zetu zote mbili katika kuimarisha huduma mbali mbali, hasa katika sekta ya afya. Kwa upande wa Zanzibar, Taasisi hii inafanyakazi kwa karibu na Wizara ya Afya katika kuimarisha mifumo ya utoaji wa huduma, utoaji wa mafunzo na hivi sasa katika kutekeleza mipango itakayotuwezesha kuanzisha Bima ya Afya hapa Zanzibar. Ni vyema asasi nyengine za kiraia zikaiga mfano huu.

Ushirikiano mzuri ulokuwepo baina ya Serikali na sekta binafsi umesaidia sana katika juhudi zetu za kupambana na maradhi ya UVIKO- 19. Taasisi mbali mbali zinaendelea kushirikiana na Serikali katika upatikanaji vipimo, vifaa tiba, utoaji wa chanjo, elimu ya kinga, pamoja na ukusanyaji wa takwimu katika maeneo mengine mengi. Mafanikio haya yamezidisha imani ya wananchi juu ya umuhimu wa Serikali kushirikiana na sekta binafsi siyo tu katika uwekezaji, bali pia katika utoaji wa huduma za jamii.

Wakati tunamkumbuka Marehemu Mzee Mkapa, nachukua nafasi hii kugusia kidogo kuhusu falsafa na wosia aliotuachia kuhusu ujasiri na changamoto za kufanya mageuzi.

Katika kitabu chake, ‘My Life, My Purpose – A Tanzanian President Remembers’ akizungumzia ugumu aliokutana nao katika zoezi la kufanya mageuzi ya ubinafsishaji, Hayati Rais Mkapa ameandika (nanukuu),

“Kuwa kiongozi kunahitaji kuwa tayari kubadilika kuendana na mawazo mapya na kuwa na ujasiri wa kutekeleza yale yaliyo sahihi” (Uk. 139).

Ushupavu huu wa uongozi unajidhihirisha pia katika maneno ya Muasisi wetu wa Mapinduzi Marehemu Mzee Abeid Amani Karume, Rais wa Kwanza wa Zanzibar aliyesema, ninamnukuu

“Ni heri kugombana na mtu katika jambo tutakalokuja kupatana baadae”.

Kwa kawaida mageuzi, kama yalivyo Mapinduzi, huja na mafanikio na changamoto zake. Ni hulka ya binadamu pia kupenda kushikilia jambo alilozoea hata kama linamgharimu. Ndio maana wahenga wakasema, ‘mazoea yana tabu!’. Binadamu angelipenda yale mabadiliko tu ambayo hayaji na changamoto ama hayatibui mazoea yake. Bahati mbaya mawili haya hayatenganishwi.

Kwa kutambua hilo Serikali imedhamiria kushirikisha sekta binafsi katika nyanja zote za maendeleo sababu ni jambo sahihi kufanya hivyo. Tutaendelea kuwaelimisha wale wachache wenye mashaka, wakati tukiendelea kuzishirikisha sekta binafsi. Ni imani yetu, tutakuja kuelewana baadae. Wale ambao wanapata ugumu kutuelewa fikra na matendo yetu, watakuja kuyaelewa matokeo. Huo ndio ustahamilivu na ushupavu wa uongozi aliouzungumzia Hayati Mzee Benjamin William Mkapa na viongozi wetu wengine waliotutangulia. Nakuhakikishieni kuwa mimi na wenzangu tunao ustahimilivu na ushupavu huo.

Nakiri kuwa nami nimefarijika sana na mjadala ulioanza hapa jana na kufunguliwa na Mheshimiwa Othman Masoud, Makamu wa Kwanza wa Rais. Nimeyapokea maazimio yaliyopitishwa na ninaahidi kwamba yale yote yanayoihusu Serikali tutayazingatia na yale yote yanayohusu Taasisi vile vile, nimeyachukua, na yote haya tutayafanyia kazi. Maazimio yaliyopitishwa yanatupa mwanga katika safari yetu ya kutoa huduma bora kwa wananchi na yanaimarisha misingi ya kuaminiana, kushirikiana, kutegemeana na kutumainiana kati za sekta za umma na sekta binafsi.

Mheshimiwa Mgeni Rasmi, Wageni Waalikwa;

Katika Kumbukizi ya kwanza mwaka jana tulianzisha Mfuko wa Wakfu wa Taasisi ya Benjamin William Mkapa (Endowment Fund). Natoa shukrani kwako Mheshimiwa Rais kuchangia katika mfuko huo. Umeonyesha njia. Nawashukuru wadau wengine wote waliotuchangia hadi leo.

Vile vile, jana usiku tulikuwa na hafla fupi ya kutunisha Mfuko huu wa Wakfu. Ni jambo la kufurahisha kuona kwamba muitikio ulikuwa mzuri.

Tumefanikiwa kupata kiasi cha shilingi za kitanzania 1.2 b ikiwa ni pamoja na ahadi zilizotolewa. Sina shaka, kwamba wale wote walioahidi watatekeleza ahadi zao ndani ya kipindi kifupi kijacho. Kwa mara nyengine, natoa shukrani kwa wachangiaji wote.

Fedha zilizochangwa jana zitasaidia kuimarisha uwezo wa kifedha wa Taasisi, ambapo mfuko tayari una Shilingi za Kitanzania bilioni moja (1 billion). Kwa hivyo fedha hizo, pamoja na zile zinatolewa na wahisani mbali mbali zitakuwa na mchango mkubwa katika utekelezaji wa mipango yetu ya kutanua wigo wa utoaji wa huduma, hasa katika maeneo ambayo hayakuwa yakipata ufadhili.

Ni matumaini yangu kwamba kwa kutambua kazi inayofanywa na taasisi hii katika kuimarisha ustawi wa wananchi, hamtochoka kushirikiana nasi katika kuutunisha mfuko wa Taasisi hadi pale utakapokuwa na uwezo wa kujiendesha wenyewe kwa ufanisi.

Mheshimiwa Mgeni Rasmi, Wageni Waalikwa;

Kwa mara nyengine, naomba nitumie fursa hii kuwashukuru wadau wetu wa maendeleo ambao wanaendelea kushirikiana na taasisi hii tangu ilipoanzishwa. Kutokana na michango yenu, ambayo sasa imeshafikia takribani Bilioni 230 kwa miaka 16 iliyopita, tumeweza kutekeleza kwa mafanikio makubwa program mbali mbali zilizowafikia wananchi katika Mikoa tofauti ya Tanzania bara na Zanzibar. Wadau hao ni pamoja na USAID, Global Fund, Irish Aid, UK-FCDO, Walter Reed, UNICEF, UNFPA, UNAIDS, AVAC, Abbott Fund, Serikali ya Norway, Ubalozi wa Japan na wengineo. Imani yetu ni kwamba mtaendelea kushirikiana nasi katika kupanga na kutekeleza mipango mbali mbali. Michango yenu ni mithili ya mbegu katika Taasisi yetu. Inaijenga Taasisi yetu kimifumo, kiutaalam na uwezo wa kujisimamia yenyewe siku zijazo.

Nikiwa Msarifu wa Taasisi hii, nawahakakishia kuwa kila senti mnayoitoa itatumika vizuri na kwa malengo yaliyokusudiwa kama ambavyo tumekuwa tukitekeleza siku zote. Taasisi hii ni taasisi makini, inayowajibika na inasimamiwa na kuendeshwa kwa weledi. Muhimu zaidi, imejengwa juu ya mwamba imara wa fikra na falsafa za Hayati mpendwa wetu Rais Mstaafu Benjamin William Mkapa.

Tutamuomba Mwenyezi Mungu aiwezeshe Taasisi hii kutimiza malengo ya kuanzishwa kwake na aijaze baraka na neema nchi yetu.
