CEO's Office

Dr. Ellen Mkondya Senkoro: Chief Executive Officer
As the first CEO of BMF, she provides stewardship and strategic leadership to the institution. Prior to joining the Foundation, she worked with UNFPA managing Reproductive Health and HIV/AIDS portfolios. She has led two Municipal Council Health departments. In her work, she has enforced partnership, policy dialogue and effective programming across Government, Donors and NGOs for health service development. She is a medical doctor and a public health specialist, with over 20 years work experience.

Erick Mutabuzi: Head of Internal Audit.

He is a Certified Public Accountant with Master of Science in Accounting and Finance from Mzumbe University and a post graduate Diploma in Financial Management from Institute of Accountancy Arusha (IAA). He has over 10 years of experience working on both, Internal and External Audit functions from different organizations, Government, Non-Governmental and Private sectors in various positions such as External Auditor at NAOT, Internal Audit Manager at the Ministry of Defense and National Services and Tujijenge Microfinance and Finance Board Member at Forum CC Company. Before joining BMF.

Ms. Catherine Nkinda: Internal Auditor.
She is a Certified Public Accountant with Master of Business Administration in finance and international business. She has over 7 years of experience from working with different organizations including government, and private sectors in various positions, appraising business operations, comprehensive contracts management, project management, special audits etc. both locally and international. Before joining BMF, she worked with National Audit Office of Tanzania (NAOT) holding a position of Senior External Auditor. She has attended various related trainings and workshops which equipped her with skills on audit, accounts and finance.

Salma  Yusuf: Personal Assistant to Chief Executive Officer.
She is a holder of Advanced Pitman’s Certificates in Secretarial Studies from London. She has attended other trainings related to her professional – Advanced Level in Management Development Programme for Executive Assistants from ESAMI Mombasa–Kenya, as well as other Advanced Courses from the British Council – Dar es Salaam. She has a sound experience of working with international organizations. Before joining the Foundation she was employed by Rift Valley Railways (Kenya/Uganda) Ltd. at its Dar es Salaam Branch.

 

Directorate of Programs & Business Development

Rahel Sheiza: Director of Programs and Business Development
She holds Master of Science in Human Resources Management. She has 10 years’ experience on human resources issues. Before joining Mkapa Foundation, she worked with Tanzania Meteorological Agency as senior Human Resources officer and participated fully in restructuring process of the organization and preparation of HR policy. She has attended various HR related training and workshops which equip her with more skills on HR issues. She also worked with TechTop Consult Tanzania Ltd.

 

Dr. Happiness Wilbroad: Program Manager – Community Health & Social Welfare.
She holds a bachelor degree in Medicine with massive experiences in project supervision and management from working with International Organization. Before joining BMF she worked with JHPIEGO as an advisor in integration of RMNCH/HIV services and coordinator in implementation of community m-health services.

 

Gaddy Chuwa: Program Manager – Health Workforce.
He holds a degree in Public Administration in Health Services Management and a Masters in Health Management, Planning and Policy at Mzumbe and Leeds Universities respectively. Prior Joining BMF, Gaddy has been working as a senior Regional Health Secretary at Lindi Regional Commissioners’ office the post he under took up to December 2015.Been a Health Secretary, he managed to acquire vast experience in the area of Human Resource Management, Governance, Policy analysis and Formulation as well as Health Plan.

 

Hendry Peter Samky - Head of Health Systems Strengthening
He holds Masters of Science in Public Health, Diploma in Public Social Accountability Monitoring and Bachelor of Arts in Project Planning, Management and Community Development. Hendry has more than eight years of experience in programs implementation from various positions held in different Institutions. Of recent he was working with the President Office, Regional Administrative and Local Government Authority (PO-RALG in the capacity of Program Officer – Health Systems Strengthening, Research and Innovation.

Mwajabu Mbaruku: Programs Administrator

She is a lawyer by profession and holds an MSc in Development Policy and Practice for Civil Society from the University of Bradford. Prior to joining BMF, she worked for Deloitte Consulting Limited under both the TUNAJALI II and USAID Boresha Afya Programs, holding positions of Executive Assistant and Results Management Officer respectively. She brings onboard overall 8 years work experience and over 5 years working with International Development Programs. 

Ponjoli Joram Kabepele – Regional Program Officer (USAID Afya Endelevu Program)
He holds master’s degrees from Germany Kiel and France – Poitiers Universities post Bachelors of Sokoine University of Agriculture. Ponjoli has more than 10 years of work experience in Population, health and natural resources projects. He has worked with the Government of Tanzania, European Union Commission, International NGOs and Private Companies as Consultant

Miyeye Yahya: Program Officer – Compensation and Benefits.
She holds a Bachelor of Laws with experience in legal, human resource management, project management, and community development. Before joining Mkapa Foundation, She worked with National Institute for Medical Research (NIMR) as research assistant in the First National Tuberculosis Prevalence Survey Project and Kakamba & Partners as Legal Officer.

Dr. Daud Ole Mkopi: Senior Program Officer – Service Delivery.
He holds a Bachelor of Medicine and Bachelor of Surgery (M.B.B.S) He has worked as Tutor at Mafinga Clinical Officers training Centre. Of recently was working in the capacity of District AIDS Control Coordinator (DACC) under DED – Mufindi. Besides Dr. Olemkopi has attended various training at large in Management of TB/ HIV Co-infection as well as Comprehensive supportive Supervision and Mentorship

Zawadi Dakika: Senior Program Officer – Health Workforce
She holds a Bachelor Degree of Public Administration in Health Service Management. She has worked as Health secretary for five years. She has recommendable experience in improving retention mechanism of health workers in District and in 2014 was awarded as the best employee of the year among health Department in the District.

Christine Malembeka: Program Officer – Health Workforce.
She holds a Master’s Degree in Public Administration and Advanced Diploma in Health Administration both awarded by Mzumbe University. She has previously worked with Voluntary agency at Dareda Mission Hospital for a year which encompasses her with Public Private Partnership knowledge among other local organizations. She attended many trainings, courses and workshops equipping her with more skills on managing HRH issues.

 

Remmy Moshi: Zonal Program Coordinator – Lake Zone.
He holds master’s degree in Health Systems Management and BPA in Health Services Management from Mzumbe University. His experience on human resources for health issues spans over eighteen years. Prior joining BMF, He worked with Karatu District Council as District Health Secretary for more than three years and Ministry of Health and Social Welfare – Zonal Health Resource Centre Lake Zone as Zonal Administrator for more than four years. Also, he attended various HRH related trainings and workshops which broaden his knowledge and skills on HRH issues.

Dr Beatus Chrisostomus Chikoti: Senior Policy & Engagement Advisor

Dr Beatus Chrisostomus Chikoti, currently working as the Senior Policy & Engagement Advisor for USAID Afya Yangu (RMNCAH) project under Benjamin William Mkapa Foundation, is a public health expert and medical doctor with thirteen (13) years of medical and public health experience basing more in reproductive, maternal, new-born, child and adolescents’ health (RMNCAH), health policy adoption, formulation and implementation, and health systems strengthening. Among other accomplishments, he participated in providing inputs for the HSSP IV Mid-term review in 2019 which laid foundation for HSSP V. He also over saw the dissemination of IPC 2018 guidelines to 7 RHMTs, 51 CHMTs and 1830 health facilities in the Lake and Western Zone as well as Zanzibar and made them available in the digital health/ e-learning platform. He was the project lead in the development of Leadership, Governance and Accountability National Training Manual for health care workers (RHMTs, CHMTs and Health Facilities Management Teams) under PO-RALG and MOHCDGEC. He also a team member in the workshop that developed a curriculum on the training of Health Facility Governing Committees (HFGC) and Council Health Services Boards (CHSB) in 2015.

Emmanuel Mashana: Regional Program Officer – Lake Zone

He holds a Post Graduate Diploma in Monitoring and Evaluation, Bachelor Degree in Sociology (B.A. Hons) with over 13 years work experience gained from various NGOs of recent was working with AGPAHI as Regional Program Officer Linkage. Also has worked with EGPAF, Pathfinder International, etc.

Asha Dilunga: Field Program Officer - Lake Zone.
She holds a bachelor’s degree of Health Systems Management - Mzumbe University, and various certificates in Health and related fields. Before joining Mkapa Foundation she worked as Health secretary – Arusha City Council, Health and Safety Officer – SINO-SHINE (Construction & Investment East Africa Limited). Recent she has worked with BMF as Volunteer and Internship Supporting the Operations and Field Programs for about one year +. Currently she will be based at Lake zone in the capacity of Field Program Officer.

David M. Magiri: Reginal Program Officer – Community Health Services

He holds a Diploma in Clinical medicine, he has over 15 years of experience working in LGAs, prior joining BMF, he has been working in the capacity of TB and Leprosy Coordinator (DTLC) under Mwanza City Director. David has worked with various NGO including NIMR, PATH Tanzania etc, has also attended various training at large in Management of TB/HIV and Leprosy co-infection

Scolastica Komba: Field Program Assistant – Dodoma.
She hold a bachelor degree of Arts in Sociology majoring in public health. Before joining Mkapa Foundation she worked with Young Women`s Christianity Association (YWCA) as a program officer to the project of Gender Based on Violence. She has attended various training and workshops. She was awarded certificate in Women`s Create a Safe World at Zurich–Geneva, Also she has attended training on Sexual reproductive and Adolescent Girls behaves change Nairobi-Kenya by Church World Service.

John Mnamba :  Field Program Assistant

He holds Bachelor Degree in Sociology, Diploma in Leadership Management with more than 5 years of experience working with NGOs. Recently he was working with Tanzania Communication Development Center as Regional SBCC Officer – Kigoma before joining BMF. He will be based in Iringa for Southern Highlands.

Florah Kahwa: Program Secretary.
She is holding full secretarial Diploma. She had been previously worked with JB Corporate Management and Tax Consultants. Before she worked with Mission Mikocheni Hospital at Bills Department. She has also worked with Classical integrated Services Limited as Management Secretary.

Klaus Sinesius Fasha: Program Officer – Compensation and Benefits Officer

A Human Resource Practitioner with a Bachelor’s degree in Public Administration majoring in Human Resource Management from Mzumbe University with over 7 years of practical work experience in areas of recruitment and selection, contract management and management of different human resource information Systems. Prior to joining Benjamin William Mkapa Foundation Klaus worked with a number of local and international profit and non – profit organizations such as World Food Programme (WFP) Tanzania, T-MARC Tanzania and Jhpiego Tanzania

Directorate of Finance and Grants

Moringet Mollel: Finance Manager

Moringet holds MBA (Master of Business Administration in Finance from UDSM, Certified Public Accountant (CPA – T) May 2007 – NBAA and a holder of Advanced Diploma in Accountancy from IAA with other certificates of professional trainings and short courses, with over 16 year work experience gained from various held positions from Assistant Accountant to Head of Finance in his work life. Of recent was working with Jhpiego as Finance Manager and Fertilizer Company Ltd where he worked as Head of Finance for three (3) years.

Erasto Charles – Senior Grants and Compliance Manager

He holds Master’s Degree In Business Administration (Corporate Management), Advanced Diploma In Accountancy (ADA), USAID Financial Management and Compliance Certificate and various related short courses with more than 10 years working experience in grants management sections and overall working experience of 17 years in different reputable organizations. Recently he was working with Deloitte in the capacity of Senior Grants & Finance Officer.

Augustine Kiria: Accountant.

He is a holder of an advanced Diploma in Accountancy from the Institute of Finance and Management (IFM), CPA(T)from National Board of accountant and Auditing and Certificate on Management of Donor fund Project  from  Mbabane Swaziland In his career as an accountant; he has worked with BIOLANDS International Ltd, National Insurance Co-operation, Parastatal Pension Fund, Lima limited and Mavuno Limited. He has a wealth of experience in accounting and finance.

Mr. Saria Mnana: Payroll Accountant.

He is a holder of an Advanced Diploma in Accountancy from the Institute of Accountancy Arusha, and Certificate in Administration for Development Organization from MS-TcDC Arusha in his career as an accountant. He has worked with Kilimanjaro Christian Medical University College, FARM-Africa, and Benjamin Mkapa Foundation-(BMF) by then BMAF. 

Mr. Emmanuel Kateule: Assistant Accountant

He holds a degree of Accountancy from the Institute of Finance Management. He has gained field experience from the National Health Insurance Fund in 2018 and in BMF when worked as an Intern.

Joseph Lyimo – Senior Finance Officer

An Associate Certified Public Accountant ACPA (Tanzania) and hold an MBA in Finance and Banking from University of Mzumbe. He has over 10 years extensive experience in accounting, auditing, finance and project management through his tenure at Deloitte & Touche and Engenderhealth where he worked in supporting different grant projects particularly in the health sector. He brings on board experience in financial monitoring and reporting, internal audits and management of donor funds.

Directorate of Strategy and Performance Management

Dr. Mussa Sylvester Ndile – Director of Strategy & Performance Management

He holds Master Degree of Business Administration in Corporate Management and a Bachelor Degree in Medicine. He has over fifteen years of experience in public health practice focused on program planning, designing, implementation and management of public health initiatives in Tanzania. Health programs managed focused on HIV/AIDS, Youth, OVC, Tuberculosis (TB), Family Planning, Maternal and Child Health and Malaria at both community and health facility settings largely funded by international donors. He attended various trainings on project management, monitoring and evaluations, clinical, supportive supervision and mentorship approaches, leadership, health proposals write ups as well as donor financial regulations. Before joining Benjamin Mkapa Foundation, he worked for various positions from different organizations, the last position being at Deloitte Consulting Ltd as the Results Management Office Director for the ended USAID Boresha Afya Southern Zone Program.

Rahma Musoke: Monitoring & Evaluation Manager.

She holds a Post Graduate Certificate of Public Health from London School of Hygiene and Tropical Medicine, A Post Graduate Diploma in Health System Management from the Institute of Social Work and a Bachelor of Arts and Social Science in Medical Sociology from the University of Dar-es-Salaam. She is expert on translating data into meaningful and strategic information to inform policy and decision making, hence a professional public health, research, and M&E professional. She has over 12 years of experience working for different research organizations such as Ifakara Health Institution (IHI), Population Service International (PSI) and the Kilimanjaro Christian Medical Center-Duke University Collaboration as well as Duke HIV/AIDs Foundation.

Mr. Zando M. Mkwazu – M&E Manager

A Monitoring and Evaluation expert with an academic background in Statistics and M&E from the University of Dar-es-salaam and University of Pretoria respectively. He also has over 10 years of practical experience working with different donor funded projects in the field of Monitoring and Evaluation for standard and Advocacy Programs. Prior to working with BMF, Zando worked with Elizabeth Glaser Pediatric Aids Foundation (EGPAF), CCBRT and Amref Health Africa as an M&E Officer, M&E Manager and ME&R Coordinator respectively. His areas of expert include but not limited to Program/Project M&E Plan designing, performance measurement plan (PMP), logic models (Theory of change and Log frames), M&E System strengthening, indicator designing, developing data collection tools, data quality assessment, results logbooks and outcome harvesting for advocacy work.

 

Corporate Support Services Unit

Obedi Mrita: Head of Corporate Support Services Unit

He Holds Masters of Business Administration from Eastern and Southern African Management Institute and Registered by International Facilities Management Association – IFMA (USA). He has vast experience working with International Organizations with more than 10years experience in Human Resources, Operations and Facilities Management. Before joining Foundation, he worked with Baylor College of Medicine Children’s Foundation- Tanzania as Human resources and Administration Manager. 

Joseph Raymond: ICT Manager

Joseph Raymond joined BMF as ICT Manager, responsible to oversee IT department and as single point of contact for all the IT related initiatives and projects. He brings a multitude of experience in IT and digital transformation for more than 10 years working with Telecom Industry (MIC Tanzania) where he has been involved in different roles, from IT ServiceDesk, IT System Administrator to Senior IT Infrastructure Engineer. Joseph has a Master of Science in IT & Management from Avinashilingam School of Management Technology (India) in Collaboration with IFM. He has several certificates in areas of IT & Management including ITIL Certified, Azure Certified Administrator, Azure Security and many other. .

Gedion Christopher: ICT System Analyst

He holds MSc. in Information Technology from Punjab Technical University, India. He has been working as IT System Analyst for not less than nine (9) years. He is joining BMF from SWISS TPH/Health Promotion and System Strengthening (HPSS) Project where he was working as a Senior IT Systems Analyst responsible for managing all in country ICT related interventions. 

Alex Matundali: Procurement Officer

Alex holds Masters in Business Administration (MBA) from UDSM, Advanced Diploma of Materials Management from Mzumbe University and he is a Certified Supplies Professional (CSP) by National Board for Material Management. He is experienced with more than 10 years cumulatively from private Company and NGO Funded by Global Fund CSSC-Global Fund Project-Aids and Malaria

Elliot Mujumba: Human Resource Officer.
He holds a Bachelor in Business Administration – Measuring in Management and Marketing. He has over six years’ experience performing Human Resource management.  Before joining Mkapa Foundation he worked with Commercial Bank of Africa in the capacity of Senior Human Resource Officer overseeing all human Capital operations in HR. He has attended various HR training and related workshops that equip him with constructive skills in Human Resource areas. Previously he worked with International School of Tanganyika for 10 years in different posts that including HR & Admin section dealing with Policy reviews to ensure equal rights in such multicultural work environment that was operating under three different policies.

Hyasinta Stephen: Office Management Assistant.
She holds certificates for Secondary school education, Computer applications. Certificate in secretarial at Momesco Training College, also Certificate for Office Management and Record keeping attained at Magogoni Public Service College. Before joining Benjamin William Mkapa Foundation She worked as a Receptionist / Telephone Operator with, Kilimanjaro International Airport for one year, Kubwa Five Safaris for two years, GTZ three years, also worked with Maasai Camp as Customer Care officer for three years.

Bushiri Mohamed: Logistic Assistant cum Driver.
He is a Form four leaver with driving and mechanical skills at Mtwara driving school. He Worked with Dash-Wood Cooperation and UNIAFRICO Company. Has advanced driver’s course grade II (VIP) from NIT. Before joining the Foundation he has worked with M & P Company in Mtwara as a driver as well.

Abeid Omary Mgoa: Logistic Assistant cum Driver

Mgoa holds a Grade II Driving certificate from National Institute of Transport (NIT) and a certificate in mechanical engineering. He has worked with various companies in capacity of Driver and before joining BMF he was working with the United Republic of Tanzania Presidents Office.

Joseph Joseph Haule: Logistic Assistant cum Driver

Joseph holds an Advance Driving Certificate Grade Two (VIP) and Certificate in Public Service Vehicles(Passengers) both from National Institute of Transport (NIT) Dar es Salaam, Certificate in Safety Driving from VETA Mtwara. He has worked with various companies within Government and NGO’s in capacity of Driver and before joining BMF he was working with VSO.
