H.E. Ambassador Liberata Rutageruka Mulamula (MP)

H.E. Ambassador Liberata Mulamula is a seasoned diplomat who has served Tanzania at the Minister of Foreign Affairs and East African Cooperation level, a Member of Parliament, an Ambassador of Tanzania to the United States of America, and other various diplomatic missions in Tanzania and abroad. She was the founder and first Executive Secretary of the Regional Secretariat of the International Conference on the Great Lakes Region (ICGLR), established by the Pact on Security, Stability and Development with headquarters in Bujumbura, Burundi. In the same diplomatic role, she served as a Member of the UN Secretary General’s Advisory Group on the Peacebuilding Fund. She obtained her master’s degree in Government and Politics at St. John’s University (USA – 1989) and Post -Graduate Diploma in International Law at the same institution. She graduated from the University of Dar es Salaam, with a Bachelor of Arts (Hons) in Political Science and International Relations (Tanzania – 1980). H.E. Ambassador Mulamula served as a Visiting Scholar and Associate Director of the Institute for African Studies in the Elliott School of International Affairs at George Washington University. She also served as a Lecturer on Women and Leadership in Africa and taught the Professional Skills Course on Multilateral and Conference Diplomacy in World Politics at both the Undergraduate and Graduate levels. She has published several articles on peacekeeping and sexual and gender-based violence in conflict zones, with a focus on the Great Lakes region.
